Consultants are invited to submit a proposal to carry out the work described in these Terms of Reference (ToR). The technical part of the proposal (maximum 5 pages plus CV) should focus on how the desk research and drafting of Practical Guidelines will be conducted. However, it must also outline (more briefly) how possible country visits would be implemented, if found to be needed by the desk research. The financial proposal must also be attached, distinguishing the costs associated with these two phases. The total cost for both phases should be under $50,000; proposals will be judged on both technical merit and value for money. Proposals must be sent to Coordinator@Enterprise-Development.org by 18th May 2012. The consultant will be selected shortly thereafter by the DCED’s Steering Group on PSD in Conflict-Affected Countries (CAEs SG), to start work as soon as possible.
