Description and Qualifications: 

The Asia Foundation (Foundation) is seeking a firm or individual consultant evaluators to conduct a mid-term Independent Progress Review (IPR) of work and results through its Program Partnership Arrangement (PPA) with DFID. The IPR will evaluate the additionality of DFID funding, focusing on what the Foundation has been able to achieve as a result of DFID funding, and will verify (and supplement where necessary) information submitted by the Foundation to DFID through the annual reporting process. Under the PPA, the Foundation is supporting programs to improve state-society relations in conflict-affected and fragile areas of Nepal, Thailand, Philippines, Sri Lanka, Pakistan, and Timor-Leste. The Foundation invites proposals from organizations or individual consultants with the skills and experience described in the ITT. Applicants should submit completed proposals (no more than 10 pages) by Wednesday, July 18 (5:00 PM Bangkok) to tparks@asiafound.org and marnold@asiafound.org. The selected candidate will be contacted for an interview by July 25, and will be asked to submit a full budget. Final selection should be confirmed by July 30. The consultancy would have an estimated duration of approximately 12 weeks, with a final presentation to Foundation staff after the submission of the report to DFID in mid-October.
