Background

RTI International has been tasked with implementing a project focused on the improvement of early reading outcomes in primary grades using mother tongue instruction and English transition strategies and improvement of HIV/AIDS education. As part of this task, RTI will conduct mother tongue and English reading assessments as well as HIV/AIDS content assessments at baseline, midterm and final assessment. By conducting several representative quantitative and qualitative assessments in a sample of schools, RTI will provide invaluable information for improving instruction in early mother tongue reading in P1-4. Quantitative assessments will focus on mother tongue and English reading, knowledge of HIV/AIDS information and socio-economic status type questions.

Position Summary

The M&E Director will be fully responsible for coordination of implementation of all reading and HIV/AIDS assessments mentioned above, in timely manner and at the standard required by RTI. More details about some specific, yet important components of this responsibility are listed further (e.g. instrument development, sampling, etc.) RTI will provide guidance and support for all of the tasks that are needed to execute these assessments in timely manner.

Duties and Responsibilities

The M&E Director will be responsible for ensuring that all tasks are implemented as per the overall workplan and for ensuring effective collaboration with the MOES. • Coordinate, organize, and implement the adjustment of EGRA instruments • Coordinate, organize, and implement the design and piloting of HIV/AIDS instruments • Coordinate, organize, and implement with the training of assessors and supervisors • Develop a field deployment approach and supervise data collection team; • Coordinate data collection teams • Review all the instruments and store then until data entry beings • Arrange and organize data entry • Inputs into report writing • Store all of the documents (both electronic and hard copies) in a manner that is organized and easy to find • Working with M&E support organization in this area Other tasks: • Provide necessary and requested inputs into the Performance Management Plan and other M&E aspects • Respond to specific tasks that arise during the course of project implementation • Provide timely inputs for various reports (quarterly progress reports, annual reports, financial reports, success stories, etc.) • Support the COP in other program management activities Education and Experience • B.A with 12 years of relevant experience or MA with 9 years of relevant experience with commensurate experience working in education • Experience in implementing USAID projects required • Experience in survey design and implementation Knowledge, Skills and Abilities • Full proficiency in Excel, Word, and other MS Office software • Skills in SPSS, Stata, and other statistical software desired, with particular interest in Stata • Strong oral/written communication skills and ability to communicate at multiple levels in the organization • Strong planning, organization and problem solving skills • Strong presentation and facilitation skills • Ability to build effective relationships with all clients, peers, and stakeholders • Ability to work hands-on, independently, and within team in difficult work environment • Culturally astute, respectful and tolerant
