International Business & Technical Consultants, Inc. (IBTCI), a U.S.-based international development consulting company, is seeking a Democracy and Governance Sector Specialist with experience in stabilization programs for a short-term consultancy for a mid-term evaluation of a USAID program in Yemen. The evaluation is expected to take place in April.

IBTCI’s Yemen Monitoring and Evaluation Project, of which this evaluation is a part, provides M&E services and support to USAID/Yemen and its implementing partners, with a central goal of assessing the effects of Mission programming on stability in Yemen.

Qualifications

  • 10+ years of experience in evaluation of development programs in transitioning countries, especially of Democracy and Governance programs designed to strengthen stabilization in such countries.

  • Extensive participation working on donor-funded projects, preferably for USAID.

  • Deep experience evaluating a wide range of stability-focused D&G activities including civil society support, anticorruption support, and support to parliamentary and legislative offices.

  • Previous experience monitoring and evaluating similar projects in Yemen or other countries in the Middle East region and other transitioning or unstable environments.

  • Track record of successful small team leadership.

  • Must be literate in Microsoft Word, Excel and PowerPoint.

  • Must be willing to conduct field work in Yemen.
