The Chief Monitoring, Evaluation, and Learning (MEL) Officer leads the Center’s efforts to catalyze learning and innovation across the Center’s programs and functions (both at headquarters and in the field) in line with the Center’s strategic priorities. The Officer is responsible for setting overall program monitoring, evaluation, and learning (MEL) strategy and ensuring successful implementation in close coordination with leadership. The Officer is responsible for guiding the integration of quantitative and qualitative methodologies into existing and future efforts enhancing accountability, effectiveness, and impact. The Officer provides guidance to the Chief Executive Officer (CEO) and Vice Presidents and is a member of the leadership team. The Officer reports to the CEO of The Carter Center. This position is full-time and based in Atlanta, GA, USA. International travel is required.
FORMAL JOB DESCRIPTION:
Strategic Direction: Advises senior leadership on the alignment of program activities (development, implementation, monitoring, and reporting) with the Center’s strategic plan goals and objectives. Acts as the project manager for coordinating strategic plan implementation. Establishes a cross-program approach to monitoring, evaluation, and learning, supporting the Executive Offices and Carter Center senior management to ensure that programs and projects are designed to be impactful and align with the Center’s mission and strategic plan. Provide subject matter and technical expertise to Center staff.
Internal Consulting: Establishes, staffs, and oversees a monitoring, evaluation, and learning internal practice that advises and assists staff in the design, implementation and use of monitoring and evaluation systems, both at headquarters and in the field, including preferred practice methods and donor reporting requirements. Works collaboratively with program directors and applicable program and field staff to develop and define effective program outcomes and assists in the design and implementation of research activities, including program evaluations and operational research studies. In conjunction with program and field staff assists in monitoring progress of projects/initiatives and their evaluation. Provides guidance to programs on budget requirements for effective monitoring and evaluation of projects.
Quality Assurance and Impact: Ensures effective program design, monitoring, and evaluation that demonstrates contribution to impact while aligning with the mission and guiding principles of the Center. Develops, recommends, and implements practices and processes that support these efforts including use of technology for date collection and analysis as well as infusing good practices from the broader fields of Peace and Health into program design and implementation. Champions cross-program collaboration, knowledge sharing, and coordinated efforts to demonstrate contribution to impact beyond a single project. Works closely with the Office of Institutional Development to ensure donor MEL requirements are met, and that the monitoring and evaluation objectives of donors are incorporated into programming.
Innovation: Is a champion and center of activity for program and organizational innovation. Creates opportunities for staff to engage across the organization to identify innovation in action as well as to find places where innovative approaches are needed. Facilitates processes that open minds, encourage creativity, create a curious culture, and develop specific innovative efforts.
Learning, Research, and Knowledge Management: Ensures the necessary systems, processes, and tools are present to support the facilitation, collection, and sharing of MEL knowledge. Designs and oversees research, reports and briefs, manuscripts for publication, and conference abstracts and presentations related to MEL and program impact. Communicates regularly with colleagues across The Carter Center on preferred practices and lessons learned in the MEL field. Oversees the maintenance of a clearinghouse of’ information on Carter Center practices, evaluations and lessons learned. Maintains networks with experts in fields relevant to design, monitoring and evaluation to share information, ideas and best practices. Coordinates the dissemination of findings, conclusions, recommendations and lessons learned from evaluations to staff, partners and wider audiences with a view to improving the program design policy and strategy and contributing to wider learning.
Staffing and Supervision: Responsible for staffing needs that support impact and innovation efforts including supervision of direct reports, staff participating in the DM&E Coaching Team, periodic interns, and subject matter experts usually hired as consultants for limited term work. Provides guidance to program staff when hiring MEL consultants and staff for specific projects/initiatives. Maintains roster of technical experts/consultants to provide short-term technical assistance/services when needed. Identifies and supports the development of direct reports as well as program staff with MEL responsibilities through participation in training and professional development opportunities as well as developing and offering onsite training where appropriate and cost effective.
Policies and Procedures: Ensures compliance with Carter Center and Emory policies and procedures and operates in a manner ensuring accountability to internal and external stakeholders. Revises procedures related to impact and innovation as needed in consultation with staff and other internal stakeholders as necessary. Performs related responsibilities as required.
Bachelor’s degree and 8 years of related work experience which includes leading program and/or organization-wide design, monitoring and evaluation practices across multi-disciplinary programs or at an organization-wide level. Graduate degree in a related field preferred. Experience supporting strategic planning and organizational development efforts that require cultural change is preferred. Proficiency in one or more foreign languages is desirable as is experience working and/or living abroad.
The Officer is required to have deep substantive knowledge of design, monitoring and evaluation practices within complex programs seeking behavioral or norms change. At least eight years of experience leading program and/or organization-wide design, monitoring, and evaluation practices with at least three years leading these efforts across multi-disciplinary programs or at an organization-wide level. Experience guiding strategic planning and organizational development efforts that require cultural change is preferred. A graduate degree in a relevant field is required or an equivalent combination of experience, education, and training. Proficiency in one or more foreign languages is desirable as is experience working and/or living abroad. This position is Atlanta-based.
