DME Officer – Horn of Africa and Sudans

Description

Search seeks a DME Officer who will lead the execution of specific sub-strategies and grants in relation to the organization’s Theory of Change.  S/he will coordinate within and across teams at Search to pursue goals, standards and best practices in collaboration with a wider set of teams and departments.  The DME Officer would also collaborate with teams for high quality reporting, procurement and recruitment processes, and monitoring of grants.

Key Responsibilities:

  • Provide direct support to managers and other key internal stakeholders to develop, implement and review sub-strategies
  • Participate in team planning review and lead key project planning in line with the organization’s strategy
  • Participate in team reflections on strategy, and draft guidance and action plans to address bottlenecks to performance
  • Share technical input with teams setting objectives for staff in alignment with organizational performance
  • Ensure learning documents (includes research, M&E and programmatic best-practices) uphold Search standards for assessing program impact and building evidence
  • Lead research and analysis that contribute evidence to the broader field in line with our learning agenda and global standards for assessing impact
  • Draft and review program and strategy development, with a focus on feeding evidence and lessons learned back into programmatic design
  • Support teams with technical support, tools, guidance, and training materials to improve our impact and program quality, in line with standards of the broader department and organization
  • Collaborate within the department on initiatives that support staff to enter and build skills within networks of technical expertise in the organization
  • Participate in technical networks to channel Search learning back into programming and position Search as field leaders affecting policy and practice globally
  • Support staff across Search to build professional skills within the organization’s learning platform, and develop trainings and resources that feed into technical paths for growth
  • Draft future scenario analysis to build organizational competencies
  • Develop and roll-out staff trainings in core competencies in collaboration with Specialists on future-oriented competenciesParticipate in and serve as organizational representative at relevant events and initiatives developed with partner institutions around future trends relevant for conflict transformation

Qualifications:

  • Minimum six (6) years’ of work experience in NGO setting
  • Demonstrated experience in design, monitoring, and evaluation methodologies
  • Bachelor’s Degree in a related area required
  • Experience working in conflict/fragile state environments
  • Knowledge of data analysis software (e.g. SAS, SPSS)
  • Excellent organizational capacity; flexibility, strong sense of initiative and autonomy in work
  • Proven cultural sensitivity and adaptability with high standards of integrity, professionalism, and impartiality
  • Excellent interpersonal and networking skills, as well as the ability to conduct professional relationships
  • Strong commitment to values in data-based decision making, transparency, community empowerment, and program learning
  • Able to work independently and effectively in a team environment
  • Detail-oriented and highly organized, with a proactive approach
  • Ability to multi-task and work to meet tight deadlines
  • Proficient in use of Microsoft Word, PowerPoint, and Excel
  • Strong communication skills, with excellent written and spoken English
  • Knowledge of local languages from within the region will be an added advantage
  • Demonstrated knowledge of the Horn of Africa and Sudans
  • Ability to travel internationally
