Request for Proposals – Evaluation of USIP’s increasing minority participation efforts in Nineveh Province

I am pleased to share with you a Request for Proposals for the evaluation of USIP‘s Increasing Minority Participation in Post-ISIS Governance Processes in Nineveh Province project funded by DRL.

The purpose and focus of the evaluation are to inform learning and accountability of the project that aims to increase the capacity of the Nineveh provincial and local governments in minority-rich areas to implement participatory budgeting process and enhance the responsiveness of the budgetary process to citizen concerns, especially those in minority-rich areas.

We are looking for an evaluator or team with experience evaluating projects in the Iraq context ideally including direct experience the Nineveh Province, and/or demonstrated expertise assessing advocacy campaigns or other efforts aimed at influencing policy processes.
