In this webinar, Dorothy and Stefano discussed the pros and cons of the current framework proposed by the Inter-Agency and Expert Group on SDG Indicators (IAEG – SDGs) to assess what progress has been made against Goal 16. In doing so they explored the targets which have a robust methodology and those which will fall short in making a comprehensive assessment. To this regard, they gave particular attention to the role that evaluation can play in filling those gaps by referring to international literature and their experience on the ground.
About the Speakers:
Dr. Dorothy Lucks is the Executive Director of SDF Global, Board member of the International Organization for Cooperation in Evaluation, sits on the Global EvalPartners Executive Committee and is Co-Chair of the recently formed EVALSDGs Network. She has a PhD focusing on multi-stakeholder relationships in sustainable development. She provides technical support to sustainable development programs in Australia and internationally for organisations such as the World Bank and the Asian Development Bank. She has conducted evaluations that span across the dimensions of the SDGs: people, planet, prosperity, peace and partnerships. She spent eight years in Sri Lanka during some of its more tumultuous years and has worked across a range of countries experiencing civil unrest. She is generally engaged in complex, integrated projects that cover public-private investments, safety for vulnerable communities, regional development, participatory community development between diverse populations, microfinance, employment generation, and value chain development amongst others.
Stefano D’Errico has been Council Member of the United Kingdom Evaluation Society (UKES) since 2012, and he has joined the Institute for Environment and Development (IIED) in 2015 where he leads on monitoring, evaluation, and learning. He has worked internationally with civil society organisations, funders, and think-tanks in developing monitoring, evaluation and learning (MEL) systems that enable organisations to assess their impact more robustly and confidently. He began work in this area at Search for Common Ground Nepal. He then worked as a consultant leading evaluation of projects funded by DFID, the World Bank and the Foreign Commonwealth Office and then at Comic Relief. There managed impact studies, evaluations and literature reviews and in 2013 co-wrote the new Comic Relief MEL strategy, focusing on the use of information and the importance of improving the MEL organisational capacity of civil society organisations.
Stefano has been very active in seeking donor collaboration to improve MEL practices and capacities of NGOs and was one of the founders of Cross Donors MEL Working Group (DFID, Comic Relief, Big Lottery Fund, and Bond) which has produced some strategic pieces of work such as the study ‘Investing in Monitoring Evaluation and Learning: Issues for NGOs to Consider’ (2013), and ‘Impact Evaluation: a Guide for Commissioners’ (2015). At IIED he is leading work on the role of evaluation for the SDGs, which has resulted in the popular EVALSDGs – IIED series: Evaluation a crucial ingredient for the SDGs and in advocacy initiatives at the UN and in the UK.
