M&E Thursday Talk – Third Party Monitoring: M&E in Conflict Affected Areas

This is a recording of the M&E Thursday Talk from Thursday, February 15th, 2018 as Lauren Kelly, Senior Evaluation Officer in the Independent Evaluation Group of the World Bank, hosted the M&E Thursday Talks to lead a discussion on “Third Party Monitoring – M&E in Conflict Affected Areas.”

Owing to the increased volume of lending and growing intensity of violence and conflict in many of the World Bank’s project areas, Lauren launched a dialogue in the World Bank Group on the risks attendant in the use of third party monitoring, from an ethical as well as from a data quality perspective. The World Bank has now circulated a memo internally on Third Party Monitoring and it will be featured as a theme in the upcoming Fragility Forum. The dialogue has also spurred new thinking on data prioritization from the point of view of project risk as well as the capacity of UN agencies to supply meaningful data during stabilization and recovery phases as part of their partnership agreements with the World Bank. During this webinar, Lauren spoke about the work being done in the World Bank on Third Party Monitoring while grounding the discussion in examples from her recent work in Mali and the Central African Republic.
