This document is part of a series of Thematic Reviews regularly produced by the UN Secretary-General’s Peacebuilding Fund. PBF commissions Thematic Reviews to examine past global practices and promising innovations on specific topics, and to reflect on the performance and contribution of the PBF. Thematic Reviews contribute to general peacebuilding knowledge and represent our commitment to continuous learning and improvement.
The Thematic Review on Gender-Responsive Peacebuilding represents a year-long effort and benefits from consultations with CSO leaders in Guatemala, Mali, Niger, Somalia, South Sudan, and Sri Lanka. The Review commends the PBF for its leadership on financing gender-responsive peacebuilding but also recommends that PBF, its fund recipients, policymakers and donors:
- Strengthen the language of diversity and intersectionality in Women, Peace and Security (WPS) policy discourse;
- Enhance the WPS Global Indicator Framework to find ways to capture the substantive contributions of women’s engagement in peacebuilding;
- Pay greater attention to the construction of masculine norms (in relation to feminine norms) to understand gendered root causes of conflict;
- Strengthen gender-sensitive responses to the COVID-19 pandemic and re-assess WPS National Action Plans to ensure they are appropriate to the current situation;
- Increase support to women’s civil society organizations by committing to capacity building targets and providing flexible funding, particularly in light of the competing pandemic priorities;
- Develop rigorous Theories of Change that aim to explore the underlying assumptions about gendered causes of violence, as well as women’s and men’s distinct experiences of conflict or peace;
- Ensure that rigorous monitoring and evaluation frameworks are in place, including improved metrics that go beyond ‘counting’ women and are sensitive to gendered definitions of a peacebuilding project success.
